Mandate:

CEFPACS is a Centre of Excellence committed to Deliver smart-tech services using integrated, innovative, accelerated, and consultative techniques for a truly satisfying client’s success, maximize opportunities in research including research studies and publications, research education, communication and broadcasting, research conferencing and exhibition, research entrepreneurship and commercialization of research products and processes of international standard from all fields of studies in engineering, science, technology, and the environment.

 

Vision:

To accelerate and maintain high standards as a center of excellence in Research, Innovations and Inventions, Technology development and Acquisition, Product Deployment for commercialization and economic growth through skilled manpower.

 

Mission:

The mission statement is to practice and promote sustainable engineering and scientific services in the right environment through approved policy, harnessing expertise in related disciplines for prompt delivery of set goals at minimal cost. To achieve its vision, CEFPACS undertakes engineering and environmental management, corrosion, asset integrity and material management, integrated research and innovative deployment in key disciplines and energy policy training and strategy management. Others are partnership, collaboration and stakeholder engagement, smart-tech project design and management and periodic research, communication, and broadcasting.

 

Application:

This policy applies to all heads and staff of the various departments of CEFPACS namely, engineering, and environmental pollution management department, corrosion, asset integrity and material management department, integrated research and innovation deployment department and energy policy, training, and strategy management department. Other departments are partnership, collaboration and stakeholder’s knowledge sharing department, smart-tech project design and management department and research, communication, and broadcasting department. This policy equally applies to all affiliates of CEFPACS.

 

Policy Direction of CEFPACS:

The policy document of CEFPACS is anchored on her mandate, vision, and mission statement. CEFPACS rewards success through smart work and discourages failure; upholding the view that no one comes into a system and know everything, no one comes into a system and hide everything, there is research in everything, and everything is in research. Our policy document is built around the seven pillars of CEFPACS, and the analysis is shown below:

 

  • To transmit theories into practical solution to existing engineering and technological problem.

    CEFPACS believes in originality as an imperative credential for innovations and engineering breakthrough which encourages development. The development of engineering and technology systems fruitfully builds upon relevant learning theories. Engineering and technology involve complex skills and concepts embedded in rich contexts. CEFPACS promote learning theories particularly appropriate for organizational supports in rich technology drawing heavily on information processing and cognitive partnership. In transforming relevant learning theories into practice, CEFPACS maintain explicit policy on the outcomes that educators and researchers would like to encounter. Hence, all research articles meant for publication in the African Journal of Engineering and Environment Research (AJOEER), one of the products of CEFPACS, must proffer solutions to contemporary problems and challenges and must be practically driven in originality and novelty.

 

  • To proffer solution on environmental pollution problems.

    Beginning with the industrial revolution, pollution has become a prevalent feature of the modern world. The rapidly growing population, new urbanization and industrialization, rapid development of technology, increasing numbers of industrial products and more robust research leading to more discoveries have created local and regional environmental stress through such elements as sewage disposal, mineral extraction, energy conversion and sprawl of urban-industrial activities over adjacent rural land. Thus, CEFPACS is poised to conduct research that is in tune with modern development technology in environmental assessment, remediation, monitoring and evaluation and pollution control etc.

 

  • To promote management of assets and materials.

    The modern dispensation is unimaginable without efficient management which underscores the process of planning, decision-making, organizing, leading, motivation and controlling the human and material resources, financial, physical and information resources of an organization to reach its goal efficiently and effectively. CEFPACS team of experts are trained and equipped to provide sufficient and professional services and explore the practical implications of open and specific research to give organizations the opportunity to work more efficiently so that they can optimize operations and retain needed values in business customer relationships.

    Partnership is now a more universal term; it is a synergy where two or more brands collaborate via strategic corporate campaigns to help each other achieve their respective objectives.     The concept of research underscores the application of existing body of knowledge to create a collaborative process of new concepts, methodologies, and results. Collaboration underpins the process of two or more people, entities or organizations working together to complete a task or achieve a goal. Collaboration requires leadership. CEFPACS provides leadership and partnership that drives business collaboration for organizational success based on industry best practices.

 

  • To encourage stakeholder’s participation in research processes.

    Stakeholders are people or organizations who have interest in research project that affect or are affected by its outcomes. Stakeholders in CEFPACS include those who are both supportive of our research activity as well as those who may and or indeed critical of it. CEFPACS policy recognize the importance of plan stakeholder’s engagement activity as part of the research programme of work; build flexibility within the research process to accommodate engagement and the outcomes of engagement; consider how input from stakeholders can be gathered systematically to meet objectives; consider how input from stakeholders can be collated, analyzed and to recognize that identification and involvement of stakeholders as an iterative and ongoing process produce seamless results. It is anticipated that the principles will be always useful in planning ‘stakeholder engagement activity’ within research programmes and in monitoring and evaluation within the scope of and terms of engagement.

 

  • To build knowledge sharing in research.

    Knowledge sharing contributes to the success of an organization in different ways because no one comes to a system to know it all and no none comes into a system to hide it all. The aim of CEFPACS is to explore the fact that there is research in everything, and everything is in research and distill tacit findings from past research through knowledge sharing platforms to collaborative partners and organizations and to suggest promising directions for future researchers. Knowledge sharing encompasses the exchange of task-related information, advice, smart-tech approaches, and expertise to help others and to collaborate on daily tasks, solve problems and develop new ideas. Thus, CEFPACS seeks for knowledge sharing in research, innovation, invention and technology development as a solution hub to clients.

    Research Africa – a television discussion and exhibition programme is one of the products of CEFPACS aimed at sensitizing the public on intellectual fraud and its implications for knowledge development. The expectation is to bring research products and processes to the market through commercialization thereby making research an economic product like gold and crude oil for tradeable economic growth. Originality and Novelty therefore becomes the basic recipe of scientific, engineering, and technological discoveries and inventions progress which CEFPACS promotes. Hence, Research Africa pays particular attention to originality and novelty as a necessary credential for technological innovations, inventions and scientific breakthroughs which accelerate fast-track development. Thus, every work submitted for exhibition in ‘Research Africa programme’ must have Originality, Novelty and Genuity otherwise it is rejected. Originality must also meet international standards and specification even with its emphasis on local content development. Research Africa has a body of think-tank that practically subject every submitted work to unwavering scrutiny, review, and assessment and the approved documented types are published in AJOEER bi-annually.

    The concept of research underscores the application of existing body of knowledge to create and stimulate new perspectives and knowledge in a new and creative way to generate new concepts, methodologies, and understandings. Interestingly, it is imperative to state that ‘Research Africa’ is poised to move beyond creating and stimulating new set of perspectives and knowledge; theoretical formulations are mostly rhetoric that are more academic than pragmatic. Africa lags in scientific, environmental, and technological development because of approximate theory than practice. Thus, we have continuously provided the market for world’s industrial supply of scientific, engineering, and technological products, especially in this age of digital technology. Thus, Research Africa programme promotes research that transcend synthesizing and analyzing previous research to arrive at new and creative outcomes; it demands practical problem-solving approach which promote the production of new scientific, environmental, and technological produce, especially Africa’s own science, environment, and technology produce for world consumption. Problem-solving research is consistent with experimental development (R&D). It is not only creative, systematic and increases the stock of knowledge about humanity, culture, and society; it applies stock of knowledge to devise new applications for innovative practical development – the tenet of Research Africa from the CEFPACS group.

Along this, there is need for an African technological development base which recognizes the new world order and appropriates it for significant scientific, engineering, and technological advancement. Hence, CEFPACS promotes a virtuous cycle of continuous reinforcement to create knowledge, capacities, opportunities, and mentalities for innovative, integrated, inclusive, and sustainable economies, societies, and polities that respond to modern realities. Therefore, CEFPACS encourages research that is in line with modern development techniques.

    The modern world is unimaginable without science and technology and the innumerable innovations that have revolutionized all aspects of socio-economic life, politics and international relations, transport and communication, and the formation and performance of identities. The new wave of popular culture bristles with a world order that relies on science and technology so that any nation lagging appears moribund or obsolete. Thus, science and technology is integral to Africa’s enduring drive for self-determination, development, and democratization, for the continent’s transformation, and the restructuring and reimagining of its engagement with the world. CEFPACS therefore represents a search for African modernity’s in a world dominated by ‘instrumental reason’ and characterized by the growing importance of technological-oriented ‘knowledge economies’ and ‘knowledge societies.’ It is a project that encourages concrete and conceptual approaches in responding to the social and structural conditions and imperatives of Africa’s development in a world that rewards scientific and technological progress and punishes those lagging. CEFPACS thus seeks for research that promotes local content which meets international acceptance.

    It is an African concept for global embrace with varied research methodologies that interrogate law, governance, and public policy worldwide to advance the socio-legal policy field. CEFPACS is driven to make vital contribution to the current dialogue on contemporary legal issues and policies by publishing in AJOEER topical, innovative, peer-reviewed articles on such critical topics covering government and self-regulation, health, environment, family, gender, legal decision-making, criminal justice, and human rights. CEFPACS shall go beyond description to significant empirical analyses of public policy in action.

 

  • To promote research communication and broadcasting network standards.

    CEFPACS as a center of excellence in research explore the practical implications of open research and the benefits it can deliver for integrity and public trust leverage same to communicate research outcomes adequately and efficiently through the channels of broadcasting network with best professional practices. The slogan is professionalism, communication, and broadcasting for research enlightenment.

 

  • To incubate industrial health and safety in Africa.

    CEFPACS research focus is also on preventing occupational, injuries and hazards. The disciplines of Engineering, Epidemiology, Toxicology, Medicine, Psychology and Sociology provide the methods for study and prevention. Tens of thousands of occupational hazards exist. Occupational hazards can be organized in terms of materials and task demands. CEFPACS promotes research that transcends industrial health and safety management in oil and gas, environment, manufacturing, and other related fields for sustainable healthy occupational development with minimal risk base accident.

African Journal of Engineering and Environment Research (AJOEER) and its publisher; Center for Petroleum. Pollution Control and Corrosion Studies (CEFPACS) uphold and operate within the best-spoke global provisions on General Purpose Data Protection and Regulations (GDPR). AJOEER and CEFPACS Data Retention, Archiving and Protection (DRAP) policy provides for the technical manager as the authorized data protection officer of our organizations. The Technical Manager is vested with the responsibility to take informed decisions on data quality subject contents, documentation, protection, archival, retention, transfer, destruction, and disposal as considered suitable for purpose and in accordance with the global regulations on GDPR. AJOEER and CEFPACS Management align its operating tenet with the principles of global data management for public data use in education, information communications and knowledge sharing, technology enhancement and business development within its legal framework, and has obligation to retain client’s personal and confidential data on permanent basis as deemed necessary within its retention value space, both for knowledge creation, research, and development. Our NOHIRA, PLAGIARISM and OPEN ACCESS policies are aligned with DRAP policy and adhere to essential features in the principles of GDPR, namely, transparency, observance of purpose limitation, data minimization, accuracy, storage limitation, integrity, confidentiality. auditing and accountability.
